My dad restores many model T's, I would say that one in that codition isn't worth too much more than 1000 - 1500, but the cost to do a complete frame off restoration would probably be close to 15000, as long as several parts aren't needed. Birdhaven supply in Iowa has almost any part available for a model T.

I would agree that the Model T's aren't going for as much as people think they should be being such a ground breaking car that it was. A good paint job is minimal $10K if you have someone do it. This is one of those cars that it looks like you might get the motor working and leave it like it is. A good barn find if it came from a barn.
