Anyone should ALWAYS see what's out there. I am not sure how looking for an opportunity would create a rift. If it is an internal position then all you are really doing is seeking to advance within the organization. If it is outside of your employer, they really wouldn't know. The only concern i have really is if the other job offers called to check on my performance in my current position....not worried about my performance just that I was looking for another position....
its not an internal position its in another city and county..no competition.. I do think the best time to look is when you have one also...Thanks Peter! Shawn

I agree. Looking for a new opportunity may reinforce that you have a good opportunity right now. You and your family are more important than the town or the job that you do. If they can you for looking, you answered your own question whether you had a good opportunity, which you didn't.
