If that were in the US, there is no way he'd be allowed to go up without the safety gear on 100% of the time.

I believe it was in the US. They mentioned OSHA being ok with them not strapping in because it takes more time and is more tiring.

There are state by state reg's that dictate rest time and having fall protection while in a stationary work position but as far as I know it is not required to climb on rope.
