Peter, Cuban Crafters makes a pair exactly as you described.
It encircles the entire cigar and has three guillotines that pressure from each side evenly. They look like they're made for exactly that purpose, because they're pretty much worthless for snipping a cap unless you're extremely dextrous.
Now you went and made me look stuff up.
