As far as the original post, I see:

2009-2010 - Congress starts passing gun bans again.

2011 - Congress has a new look as a result of the 2010 elections.

They seem to have a very steep learning curve.

Reminds me of something I read in a political mag years ago. In essence:

Gun control grants temporary points, but earns permanent enemies.
