Default Re: USPS opening a domestic package.

If, indeed, it was processing equipment at fault and the note was an official USPS damage notice, OK. The smoke tips and no smoking BS is out of line, but damage does occur.

Regardless, talk to the Postmaster.

I can speak for UPS... Yes, Bob, the damaged goods should be forwarded to the final destination. I don't know USPS policy though.
