There are very small and portal laptops for $300ish and run on the Intel Atom; check out the IBM/Lenavo one. As you don't mind a small screen, it gives you more money for cigars.

Sign up for the newsletter and they send out 20% off coupons once in a while. That last computer I got for my uncle was a 15" Inspiron laptop and came out to a little over $300.

I'd recommend a refurbished one, or a used one off EBay.
It's cheaper & you don't have to mess with Windows Vista.
