I walked from the cruise ship pier, along the main drag -- west, I think along the waterfront -- to the LCdH -- got the address from the LCdH website. It's upstairs in a building across from the ferry terminal.

The walk was about 30 minutes for me, my wife and my son. We were doing a little window shopping along the way, so you could do it in less (or more ) time.

As far as I know there is only one LCdH in Cozumel. They have a website but I am not sure it's OK to post the URL; you should be able to find it through Google.
