Cigar Shop in Goldsboro NC

Just googled, theres a Tobacco Road Outlet in Goldsboro, I've been to the one in Fuquay and it had a decent selection, nothing rare or out of the ordinary, but the basics can be found there.

There is Blackbeard Cigar in Greenville and Smoker's Palace in Wilson. Probably no closer than JR though. If you can find a Smoker Friendly nearby, they usually have a small limited selection (HdM, Padron thousands, Macanudos).
