You could always do what I do with switchblades, I put them in a larger container and bubble wrap it then duct tape the piss out of it. No one wants to spend the few minutes to attempt to get it open. However whoever you are sending it to just knows to take a knife and slit the thing open.

I was not trying to say that it cannot or is not done. Just pointing out that the customs forms required by the military disallow it...

I'm fairly certain that the military owns knives and are not afraid to use them. I know from experience that customs and the postal service own them and seem to relish their use.
