Do you know for certain that it was a USPS employee that opened it?
What if it was mis-delivered and the recipient decided to pull the coffins out and stick the note in there before re-sealing it and turning it in to the post office as mis-delivered?
Pretty career jeapordizing move there if it was a USPS employee. I know they have the right to inspect mail under certain circumstances, but there are polocies and procedures for that. I believe that they have to leave a note that it was opened by them with the reason why.
