Hot tub/spa question will not heat up.

I busted my hump this weekend outside mowing, getting my truck sale ready, and cleaning and fixing my hot tub. Over the winter I thought the element went out which happens about once a year. I cleaned the tub, and put a new element in it. After getting it back to together and running the jets for a few minutes I checked the voltage on both sides of the element contacts, and it had voltage, so I thought I was good to go. I double checked the high temp switch, and buttoned it up. I started the jets let them run for a little bit then turned up the temperature to the normal setting. It has been running for 5 hours, and it is still only 60 degrees. When I turn up and down the temperature knob the light kicks off and on.

I have no clue anyone have any idea what to do now. I also checked the old element, and noticed that with a continuity meter it checked out ok. Is there something I’m missing?
