Those are French made Longchamp pipes made after the war. Pipepedia has a good article on the brand and their origin here: http://pipedia.org/wiki/Longchamp. Their logo info can be found here: http://www.pipephil.eu/logos/en/logo-l5.html

As for restoration, you can check with Walker Briar Works or if you feel handy your can attempt it yourself.
