Wikileaks affecting poor Raul Castro also.
Won't ease exit visas for fear of mass exodus.
So........to me, that means he fears opening the cage as otherwise the birds will fly away to never be seen in that hell cage again.
Then again, I am a fool at heart and heck if I really know.
