i think they are still in production, One of the big german online shops has both the long and short Wolf v cutter in stock

Well, I don't think it's a cigar cutter...more of a tobacco cutter

I think that's for cutting bricks of pressed pipe tobacco. I think it's called "plug" tobacco?
