The Worst idea to come up in college sports in a long time.

I'm not upset at the notion of paying athletes extra living expenses, but leaving it up to the schools or conference will create all kinds of problems. For this thought to even work, it needs to be across all sports and all Division I schools equally and NCAA regulated, not schools and conferences.
