Looking at the picture provided, its not plume. Plume is a naturally occuring by-product of long-term cigar aging. As the cigar's naturally present oils are exuded through the wrapper and dry forming crystals. There is no way it can form on the paper cigar band.

AJ, I gotta say my friend, I have never - in almost 30 years - never seen plume on a band. That's the first hint that something is amiss. While it may not be mold, it isn't plume. If it looks crystilline under a magnifying glass, then there is probably something in the humidification system.

As Pete said, plume will look like stripper glitter. Hard to see sometimes if it's not in the right light, even hard to photograph. Plume never looks dust like or white, it is just crystalline and clear-ish.

You can see the "white" spots that are the few crystals that are reflecting the light at that angle. The cigar was "covered" in plume. I wish I could find a better picture, but that's all I have. Hopefully the pic works, as it took a while to pull up on my computer.
