It doesn't sound like theft to me. Why would they leave the sheath? It sounds like the box tore open in shipping and the cutter fell out. If anything, they might be guilty of carelessness.

Glad it all ended for the best! I must admit, as sour as I am at the USPS at times, they actually do one helluva job. In many countries, it is the exception, not the rule that your stuff gets stolen.
Considering how much mail they handle, I'd say they do a pretty good job. And, hopefully, when they blow it, the vendor or other party will be good enough to make things right. All's well that ends well, I reckon!
