Sounds like they want to set up a ACH account for overseas
customers. Like setting up a PeyPal verified account. The vendor deposits a small amount into your account, then you have to log in and verify the amount deposited. You might even be requested to xfer a small amount back to the vendor's account. This assures that the transfer of funds between banks is working properly. I've used Atlantic several times.
