Do guys ever just chew on cigars and never light them?

no- and I think that the practice is highly discouraged for health reasons- " AS LONG AS you don't inhale or chew your cigar etc."

I have a cigar in my mouth a couple days a week on the train coming in and out of the office. I see 5 or 6 guys a day doing the same.
