I called the vendors and identified it was precisely this phone guy they described.
Called authorities.
Called credit card company.
No one did a darn thing about it and they just wrote off the charges.

I woulda called the phone company he worked for and got his a$$ fired.

OP - that really sucks. I would be super pissed too.
