You can do that without any app.
You can use Garage Band if you have a Mac and can create any ringtone you want and then assign it to whoever you want.
I have Pants on the Ground for my son as it reminds me of my battles with him when he was younger.
I have the Geico Ring Ding Dong song from the commercial as my generic tone.

Better yet, just use iTunes to do it. Google "make iphone ringtones in itunes" and you'll see a ton of pages. Works on both Mac and Windoze.
