Just caught this last night, and yes,
Watchmen has plenty of cigar scenes:
Opening credits: a faux Castro is smoking something in Moscow as planes fly-by overhead
The Comedian is smoking in just about every scene--my favorite is when he lights up with a flamethrower in 'Nam.
Some midget-thug in jail is smoking a huge torp while threatening Rorschach
Great movie, dark & violent...
