All the dollar name chains around here have the jars/ seals and rings.

But for the older style jars with the wire snaps and glass lids. Only Family dollar has the rubber gaskets for them. Around here anyways.

To answer your question about reusing the rubber gaskets. You need to keep in mind that for canning. Vinegar and/or Pickling Salt and/or Lemon Juice is used for preserving. So it wouldn't hurt to play it safe and get new gaskets. Sealing lids and the rubber gaskets are very cheap.
