IMO, it's not the GM's fault that they are smarter than the attorneys who wrote the CBA. Every team looks for ways to gain a competitive advantage. It's the teams job to do this; be the best within the rules.

I agree that this is not what I consider cheating, it is certainly within the grey area because of the poorly written rules. If you want to call it cheating you wont get too much arguement from me on that side though either.
