You plug it in to maintain the temp. Also, most that keep 28 bottles and less will be thermoelectric, as opposed to compressor cooled, which is less hard on the RH control. Apparently the compressor will suck the humidity out of the air pretty quick.

The unit you linked would work, but most of the Chasidor stuff is built for the 28 bottle units, Edgestar and Vinotemp being the most popular, although he does say he'll do custom work.
