I asked the same question way back when at CS. A few of teh responses I got were

1. Pass to the troops. As noted most will not ever be mad at that.
2. Pass to a frind/BOTL that will enjoy it. Most do not want a stick just wasted.

Anything I send is always up to the recipient to do with as they please. I'd much rather they pass it on than it take up humi space or know that it got smoked out of some obligation.
