They look like they were sitting in a corner and the shop owner forgot about them. The other part is that it could be his humidifier. Some machines blow out mist and the minerals in the water turn into a white powder like dust. This with a combo of too much humidity can make a cigar look exactly like those. If the cigars were really soft to touch, it's a humidity issue. If they were normal feeling, that could be the humifier powder.
If he doesn't take the information kindly, oh well and move on. Give him a try again to see if he gets it.
