Although mine are nowhere near under the price point you are looking for, I absolutely love my Shure SE420-K earbuds.
I found that over the 2-3 years of buying inexpensive earbuds I easily spent a total that equals the cost of the Shure's.
Shure makes some less expensive models that are excellent also:
