Depends on where you are going to be staying at. Dallas Proper just passed an anti-smoking measure that is aimed towards the bars/clubs/restaurant more so than tobacco shops. There are a few exceptions (Javiers, Havana Club), but for the most part you won't be able to go to a local bar and light up a good cigar. This measure doesn't necessarily extend to some of the suburbs, but some of them have been going smoke free as well.
There are quite a few tobacco shops through out the area that have lounges and allow for bring your own. Knowing where you are and if you can get around would help for recommendations. Two Brothers is nice, but way too far for me to visit with any frequency. I tend to stay in the Irving and Fort Worth areas.
