I'm going route 1 to avoid the hassle of route 2. The signature is really only supposed to be the CLEO saying that they know no reason why you would use the NFA item for illegal purposes. But most use it as a way to just be a dick and depending on the CLEO they may deny or approve however they like. You can also have a judge sign instead but unfortunately the only really gun friendly judge we had got voted out of office this time.

Some people pay big $ and set up a trust through a lawyer who knows NFA very well. Most use quicken willmaker plus 2009 to do it cuz it's cheap/free. Just make sure you get the 2009 or older edition as the 2010 and newer don't do trusts.
It's important that you check into your state laws however. That used to work here in Ohio, but recently the laws changed so that it all but requires a lawyer if you want to get the nuance right without risking jail time...
