I'm not from the area but with those two limitations alone most the guys at the club where I hang out would be booted out the first day. Not saying everyone is a bunch of drunken, cursing heathens but hell most of the guys enjoy an occasional drink with their smoke and lets face we all curse. Just some more than others.
I can see the purpose of the cell phone rule but realistically though if guys are using the lounge to work remote one day that just won't work either so they pretty much eliminated the average person who would want to make use of the lounge. Depending on the cost the hours are pretty minimal too. I know a shop here was charging to use their very nice lounge area but they had very limited hours that they were open including closed on Sundays. Needless to say the membership cost didn't pan out due to it and now the lounge is free.
