This is a non argument for this particular question. Lifting the embargo is a US matter, reclaiming of property is a matter between the exiles and the Cuban government. The Castro regime isn't over yet, and won't be over if the embargo was lifted today of tomorrow.
This could only be an argument when the Castro regime falls and the embargo is lifted at the same time, or when the embargo is lifted because of such an event.
