I flew out to California last month and I took my Palio in my pocket along with this
paper in my carry-on, just in case I had problems. The TSA (Tear Sh!t Apart) Screeners did not say anything about the cutter. Just remember some of those screeners think they are gods and can make up there own rules. If you have problems just stay calm, be professional about it and show them the paper or ask to speak to a supervisor. Torch lighters are prohibited.
