Since you had just refilled the bowl, and I assume you cleaned it before adding more water. I don't think there is a big deal with smoking it. Just cut the soaked end and light it up.

You could use a lighter to heat up the key to get it in the key hole and warm it that way. If you can't get the key in at all use the lighter to heat up the lock. Just make sure there is no plastic...

Even with all that California wants to ban, cigars have not been one of them. Though LA has made it illegal to smoke in any outdoor area at a restaurant/bar. Stupid Californians.
