As for the relocation of the snakes, essentially that would kill them all (garters, gophers, and rattlers fit in this). They will always come back to their den, and if they can't get back, they will die. They have primitive brains that don't allow them to "think" about what they need to find for the winter. And for those that want to kill all the snakes, they do help control the rodent population and are a vital part of the ecosystem. It's just not a good idea.

I'd say that they just need to condemn the house, tear it down, and leave it as wildlife habitat.
