I saw this same idea in a Bestcigarprices catalog (i think it was them) a few months after Schip came in effect and way before CI came up with this one. I think they were called Schipbusters. Its supposed to save us all on the taxes. They are taxed as one cigar but can be smoked as two, if needed.

Today they're being sold in a Mazo of 10 for $29.99. That's not a bad price for "20" cigars.
