iPhone help?

I'm trying to set up Find my iPhone, finally.
I'm going to icloud.com, and I can't "find" my Phone because the location services are set to off. I didn't lose my phone, I'm just trying to plan for when I do. If I have the location service on, then I'll burn through my battery in a minute. I'm trying to figure out how I could turn the Location Service on from my PC.

Help is appreciated.
