I don't think they were forgot about, I just think the guy had a lot of cigars to send out on top of a lot of other stuff, but yes those are the ones.

I got mine in as well. I love the bands! You have to see then in person to really notice how cool they are. I especially like how they they are each labeled per vitola.

Nope. Mine showed up in a ziplock with green marker saying enjoy. The return address isn't far from me though.
