I buy Cleveland as #1...we live in Canton (about an hour South) and we get what seems like 10 sunny days all winter. The lake just provides enough moisture to create cloud cover nearly all winter. It's quite depressing!

Cleveland gets even more snow than us...so I would imagine it's even worse!

Bah, Memphis is not that bad. Of course I don't live in the metro area - but Beale street is a lot of fun and we got a new cigar lounge (which I have yet to see, but look forward to it) On their website (www.havanamix.com) it says:

Sitting in Downtown Detroit right now (at a library), I'm not complaining ;) Plus forbes says our economy will expand. I see it now, houses for $1000 instead of $500 :r

Philly's not the nicest, but don't think it belongs there. What about Camden, Trenton, Newark (notice all three are in NJ lol), Compton, etc...

Yeah, and there are probably good parts and bad parts of Stockton, CA too. #2 this year.

I do have relatives in Rockford and it definitely deserves to be on that list. I'm surprised Janesville, WI or Beloit, WI aren't on the list. Probably not enough population.
